A Surge of Design Opportunities: DSC Tender Teams Scrambling

Consultant Opportunities Design NSW NT QLD WA

By Darian Macey, November 21 2024

November 2024 has seen an unprecedented surge in Defence Services Contract (DSC) Invitations to Register Interest (ITR) within Australia’s Defence sector.

This month alone, four major DSC ITRs have been released, opening doors for design services consultants across a variety of critical Defence infrastructure projects.

As the Defence Estate continues to grow and modernise, these opportunities reflect the emphasis on readiness, capability enhancement, and sustainable development across multiple locations in Australia.

Here, we provide an overview of the four exciting opportunities that were released this month:

1. Garden Island Defence Precinct (GIDP) – Main Site Redevelopment (EST02060)
Garden Island has long been the backbone of the Royal Australian Navy’s operational capability on the east coast of Australia, and the Main Site Redevelopment forms a critical component of the ongoing efforts to modernise this strategic precinct.

The DSC ITR for this project aims to bring design expertise to areas such as the Northern Operations Facility, Fleet Headquarters, and various site-wide resilience and infrastructure upgrades. The redevelopment will support future operational capabilities and provide sustainable facilities for Navy personnel.

Further details can be found here: Garden Island Main Site DSC ITR.

2. Chowder Bay Defence Fuel Installation (DFI-M) (EST02060)
Simultaneously, this opportunity targets the redevelopment of the Defence Fuel Installation – Maritime (DFI-M) at Chowder Bay, part of the Garden Island Defence Precinct. This project seeks to remediate and upgrade the strategic fuel storage facilities at Chowder Bay to meet the Royal Australian Navy’s minimum fuel reserve requirements.

Design services are required for demolishing outdated infrastructure, expanding fuel storage capacity, and ensuring the facility can meet future operational demands. Chowder Bay, with its rich history and strategic importance, continues to be a focal point in sustaining maritime operations.

3. Theatre Logistics Estate Sub-Program – Work Packages 2.4 & 2.6 (ESTJ8218)
The third significant ITR is for the Theatre Logistics Estate Sub-Program, with Work Packages 2.4 and 2.6 focusing on expanding critical logistics infrastructure in Western Australia and the Northern Territory.

Work Package 2.4 involves the redevelopment of facilities at the Australian Marine Complex (AMC) in Henderson, WA, where an outdated warehouse will be replaced with a new, purpose-built logistics facility.

Meanwhile, Work Package 2.6 in Darwin, NT, will expand climate-controlled storage at Robertson Barracks and develop new warehousing and hardstand at Defence Establishment Berrimah to enhance the ADF’s operational resilience in the north.

4. General Ranges and Training Areas Redevelopments – Tranche 2 (EST02046)
The latest major ITR release in November is for the General Ranges and Training Areas Redevelopment Project (Tranche 2). This ambitious project aims to modernise and expand training facilities across multiple Defence Training Areas nationally, including urban operations training, marksmanship ranges, and visitor centre facilities.

The scope of the DSC includes producing design documentation to support new construction and upgrades, focusing on providing infrastructure that meets modern training requirements and operational safety standards.

Why This Surge Matters

The release of these four DSC ITRs in such quick succession follows a long wait driven by the revised National Defence Strategy (NDS) and Integrated Investment Plan (IIP), which prioritised deterrence, logistics network upgrades, and a rethink of land force capability. This prompted the Capital Facilities and Infrastructure Branch (CFI) to rethink its entire capital program to align with these strategic goals.

For businesses involved in Defence infrastructure, this month represents an ideal time to engage. Each project directly supports the NDS and IIP priorities: enhancing maritime power through the redevelopment of Garden Island, boosting logistics capability with expanded warehousing at Henderson and Darwin, and strengthening land force readiness by modernising training areas across the country. The emphasis on modernisation, sustainability, and strategic resilience is clear, providing participating firms with a chance to contribute to enhancing Australia’s Defence capabilities.

Design services consultants with expertise in logistics infrastructure, fuel storage, training environments, and maritime facilities are particularly well-positioned to seize these opportunities. With the closing date for these ITRs approaching in December, now is the time to act.
