NMIMP Design ITR Evaluation Underway

Consultant Opportunities Design Naval Infrastructure NSW NT WA

By Darian Macey, August 29 2025

The waiting game begins as KBR downselects the designers who will compete for the National Maritime Infrastructure Maintenance Program DSC contract.

26 August marked the closing of the Invitation to Register (ITR) for EST02146 – the National Maritime Infrastructure Maintenance Program (NMIMP) Design Services Consultancy (DSC). First off, a big congratulations to all the firms (and their subconsultants) who scrambled to get their submissions in on time – you made it! The month-long sprint to prepare your ITR response is done and dusted, and we want to acknowledge the significant effort that went into those documents. It’s been a marathon of drafting, revising, and caffeine, but the first hurdle is now behind you.

Next Steps: The Waiting (and Shortlisting) Game Begins

With the ITR phase complete, the focus shifts to evaluation. Over the coming weeks, the project team will be poring over all those submissions to decide which firms make the cut. In plain terms, they’ll produce a shortlist of the most qualified and compelling teams. Those shortlisted will then be invited to proceed to the tender stage in Q1 2026 – i.e. the real contest for the NMIMP design services contract kicks off early next year. If your team gets that invite, expect a Request for Tender (RFT) to land in your inbox come the new year, with a few months to put together a detailed bid. Defence is aiming to award the Design Services Consultant contract by mid-2026, so the timeline is fairly tight. In short, now is a bit of a breather – but not for long, since early 2026 will be go-time for those still in the race.

The Big Picture: NMIMP’s Scale and Importance

Why all the fuss? Simply put, NMIMP is huge – in scope, significance, and opportunity. To put it in perspective, here are a few key facts about the program:

  • Scope: Over 320 critical maritime structures across Australia are in scope – including wharves, piers, jetties, dolphins, pontoons, and buoys. It’s basically everywhere the Navy ties up a ship.
  • Locations: It’s truly a national program, spanning major naval sites from Western Australia to New South Wales and the Northern Territory. That means everything from Fleet Base West (HMAS Stirling in WA) and Fleet Base East (Garden Island in Sydney), to Darwin’s HMAS Coonawarra and even the remote Twofold Bay ammo wharf on the NSW south coast!
  • Approach: The maintenance philosophy is shifting from a reactive “fix it when it breaks” mindset to a proactive, planned upkeep strategy. In other words, NMIMP isn’t business-as-usual; it’s a strategic move to stay ahead of maintenance issues rather than playing catch-up.
  • Investment: This is a multi-year program valued at roughly $300 million. With that level of funding, NMIMP represents one of the most significant infrastructure maintenance initiatives in Australian Defence in recent years. It’s a big deal – not just for the Navy’s asset readiness, but also for the industry players involved over the next decade.

In short, NMIMP is much more than a typical project – it’s a long-term, nationwide effort to keep Australia’s naval infrastructure in top shape. Being part of the design phase for EST02146 means helping shape how at least eight of these assets will be sustained well into the 2030s.

Looking Ahead – Get Ready for the Tender (and Grab the Kit)

For now, if you’ve submitted an ITR, you can enjoy a brief breather. The hard work of August is over, and the ball is in the client’s court for a bit. But don’t relax too much – the shortlist announcement will come before you know it, and those selected will be back to proposal-writing mode in no time. The tender proper (RFT) is just around the corner in early 2026, so this is a great window to regroup and prep for the next phase.

To help you gear up, we’ve put together an NMIMP DSC Tender Kit available now on the DECNet Store. This kit is packed with practical tools, templates, and insider tips tailored for the NMIMP Design Services bid – basically everything you need to sharpen your strategy for the tender stage. If you haven’t already, download the NMIMP DSC Tender Kit from the DECNet Store and give yourself a head-start on the competition. It’s a handy resource to have in your back pocket while you await the shortlist (and even more so if you make it onto that shortlist).

So, take a moment to pat yourself on the back for clearing the ITR hurdle. Then, get ready to dive back in when the tender invitations roll out. Good luck to everyone, and stay tuned – we’ll keep you updated on NMIMP’s progress (and any other twists and turns) as this important program moves forward!
