As I reviewed the program for this year’s Indian Ocean Defence and Security 2024 conference, there was one presenter I didn’t want to miss. With over 30 years of service in the Australian Defence Force, most recently as Special Operations Commander, Major General Jeff Sengelman more than met my expectations. A trusted senior adviser to the Government and the Chief of the Defence Force on security issues of national significance, and a principal adviser on Counter Terrorism, Sengelman is known for his ability to captivate audiences and inspire action.

Reflecting on Our Strategic Moment
Speaking with a sense of historic importance, Sengelman urged us to reflect on the strategic moment we’re currently in. Highlighting the complexity and ambition of the defence initiatives, he emphasised the importance of collective belief and strong leadership. His anecdotes from his professional service, where soldiers questioned the feasibility of their missions, resonated deeply, reminding us of the importance of inspirational leadership and the need for strategic clarity in uncertain times.
Western Australia’s Defence Journey
Revisiting the inception of the West Australian Defence and Defence Industry Strategic Plan, Sengelman noted the significant progress made since its launch six years ago. This transformation has positioned Western Australia as a key player in the national and international defence landscape. It was inspiring to hear about the journey from negligible defence-focused activities to a robust commitment to defence and industry development. Sengelman’s insights highlighted the collaborative efforts and vision that have driven this progress.

Future Prospects: Perth as the San Diego of the Indian Ocean
Looking ahead, Sengelman drew a compelling comparison between Perth and San Diego in the US, envisioning Perth as a major defence and advanced manufacturing hub on the Indian Ocean. He painted a vivid picture of Perth’s potential to become a focal point for innovation and defence capabilities. In San Diego, a major fleet base is supported by a vibrant ecosystem of world-class companies, producing cutting-edge technologies and services. Sengelman suggested that with the right momentum, Perth could mirror this success.
He emphasised that Perth’s journey to becoming the “San Diego of the Indian Ocean” is not just a lofty goal but a realisable vision. This transformation would not only support Australian defence but also cater to international partners. Sengelman’s call to action for industry leaders and the state to continue their efforts with confidence and commitment was motivating. He stressed that the strategic vision for 2030 is achievable, with significant opportunities for growth, innovation, and collaboration.
